The History Of Our Club

            The Rock County Pullers, Inc. was formally started on December 31, 1984. It was formed as a non-profit organization and built on the foundation of family fun. Our pulling members range from 5 to 80+ years old. New members are always welcome and club members are always willing to help a new puller get started on the right foot. Safety is one of our top priorities. A copy of our rules and By-laws can be obtained from our secretary, please feel free to ask for them if you are interested in joining our club. If you are looking for a family oriented club in which you can make new friends and join in the competitive spirit of pulling, you may have just found that club. Thanks for your interest. Enjoy the spirit of pulling. For more information on pull dates or for event scheduling, please feel free to contact any member of the board of directors in the front of the rule book.

      This club can only function and exist because of the volunteerism of all club members. Every club member should familiarize themselves with all aspects of the club duties.

Season points are awarded as follows:

First Place = 30 points; Second Place = 27 points; Third Place = 24 points; 4th thru 10th places receive 3 points less in descending order;
 After10th place receives 1 point; 
 Disqualification results in last place points;
Cancelled pull results in 1 point. (Must be present at pull)

Fee Section:
1. All tractor enthusiasts may join Rock County Pullers, Inc. The membership is $10.00 per person. To earn class points the membership is $10.00 per tractor, per class, per year and runs from June 1st to May 31st of each year. Membership is required for voting privileges and season points. One-day membership fee is $13.00 for each class to run for payback. Example: John wants to register 1 tractor in 2 classes for points. He will pay $10 for himself, $10 for his tractor w/one class for points and $10 for points in his second class.

2.  Entry fee is $10.00 per class.
3.  Exhibition hook is $2.00 per hook for club members. No pay-back and no points are awarded. Exhibition for one-day members is $7.00. All exhibition hooks are at the end of the pulling day.
4.  There are NO REFUNDS.
5.  All pulls containing one or two hooks will have the same pay-out – first three places only, unless the promoter decides otherwise.
6.  Prize money will be collected and kept in each individual class.
7.  Eighty percent of entry fee will stay in each class for prize money.

8. Any tractor bought or sold in the pulling season that has previously been a registered points member will need to be re-registered under the new owner and no longer gets points as previously registered..

Track, and Safety Rules:

1.  REMEMBER – Everyone pulls at their own risk.  Any injuries are your own responsibility!
2.  All tractors must pass a yearly safety inspection before pulling. See technical coordinator.
3.  Board of Directors have the right to disqualify anyone they feel is operating a tractor in a unsafe or reckless manner or shows unsportsmanlike conduct with no refund of entry money.
4.  In the event of unsportsmanlike conduct, a written warning will be issued. If a second offense occurs within the same year, suspension for a period of time deemed appropriate by the board of directors or loss of membership may occur. Verbal .

or physical attacks on the flag man or sled operator or any other person, is an automatic disqualification for that days’ pull. A written warning will be given at the time of issue. The person receiving the warning has 30 days to appeal. They will meet with the board of directors.

5.  All drivers of stock garden tractors must be at least 5 years of age and be able to handle their tractors at all times.  Adults can help kids until tractor is in motion.
6.  Pullers must sign an insurance waiver form at the time of entry. Any participant under 18 years of age must have a parent or guardian sign the insurance waiver after their own signature, if required.
7.  Helmets, long sleeved shirts, long pants, closed toed shoes, and eye protection is required and must be worn by all drivers in all classes. All tractors must have a dead-man throttle. Drivers of alcohol tractors must use fire suits.  Safety and tech requirement signs will be posted at sign in table and scale.
8. Tractors may only enter once per class
9. A qualified person MUST be in attendance of the tractor at all times while the    engine is running.
10.  Once the drivers have drawn their position, they must pull in that position or forfeit their pull (unless permission is received from the Board of Directors). If the entry sheets have left the secretary’s table when you enter (example: late arrivals), you will not pull a number, you will pull in the last position in that class.
11.  Class jumping is allowed in all classes, you must follow class specs. One class per day per tractor. To run for season points in both classes, you must pay membership in both classes.  You may go up a class, but not down a class. Open RPM tractors may pull in up to 3 classes and following their class rules.
12.  All tractors must weigh in before each class they are pulling in. Rearranging of existing weights is allowed. You can be called back to the scale for re-weighing.
13.  The flag person is on the track for one reason – SAFETY! Tractor operators are to watch the flag person at ALL TIMES. A red flag means to “STOP  IMMED-IATELY!” The flag person is to be 16 years of age (or discretion of Board Members) or older and a member of Rock County Pullers, Inc. THE FLAG PERSON HAS THE FINAL SAY ON ALL TRACK DISCREPANCIES. The flag person is the only person to unhook tractors from the eliminator.
14.  All tractors will be hooked and unhooked in NEUTRAL. All tractors will be pushed back to the sled to be hooked and unhooked. Hands will be off the steering wheel when being hooked to the eliminator.

15.  No jerking of the chain at the starting line.
16.  All pullers must pull within three (3) minutes of sled readiness or be disqualified.
17.  All drivers must not leave their seat during their pull.                                   

18.  All drivers must have at least one hand on the steering wheel at all times. Repositioning hand on steering wheel will not be a disqualification.
19.  Number of hooks is left to the discretion of the Board of Directors.
20. Any part of the tractor going out of bounds is cause for disqualification. During floating finishes – once measured track is past, there is no out of bounds. Loss of anything except fluids on the track is an automatic disqualification, until the chain is disconnected from the tractor for that class. The first puller in each class is the test puller. He/she has the option to re-pull in the third or last spot. He/she will be giving up his/her first pull measurement in doing so. Decision to re-pull must be made before the tractor leaves the track. Breakage or mechanical problems pull in last spot. If test puller is disqualified in first pull - second pull is not allowed.

21. All classes have two attempts of 50 feet to start the sled. Disqualified tractors may not re-pull.
22.  Tractors involved in a "pull off" will have one attempt only. Tractors must pull in the order they qualified.
23. Sled operator and/or event sponsor has the option to restart the class and re-weigh the sled or change the chain on the sled up to two pullers. The class will start over at that time.
24.  Pull will be considered “over” when the forward motion of the sled stops. Determination of the forward motion is called by the flag person only.
25.  People assigned as sled operator must stay with that position for the entire class.
26.  All contests are governed by the Board of Directors with all their decisions as being final. Judgment calls cannot by appealed..
27.  Board of Directors has the authority to terminate a pull due to extenuating or hazardous conditions.
28. All registered tractor owners will vote on issues pertaining to their own class, except for general rules, safety issues and/or on club issues. It is ultimately the obligation of

each participant to ensure that his/her conduct and equipment comply with all applicable R.C.P. rules and regulations, as they may be amended from time to time. No express or implied warranty of safety shall result from the publication or compliance with these rules. The R.C.P. rules are designed to provide for the orderly conduct of the sport of garden tractor pulling events and to reduce risk of injury to both participants and spectators during such events. They are intended as a guide for the conduct of the sport and are in no way a guarantee against injury or death to pullers, spectators, or others.

29. If a pull is terminated due to weather or equipment failure, finished classes are eligible for points and payout. All unfinished classes will have entry fees credited for the next pull.

30. Board of Directors can change rules if safety issues occur.

GENERAL TRACTOR RULES FOR ALL CLASSES                               

1. BRAKES - All tractors must have working rear wheel or drive shaft brakes.
2. KILL SWITCH - All tractors must have a working kill switch.
3. FRONT ENDS - All tractors must have wide front ends with two wheels.
4. REAR TIRES - Tires may be of any design. However, they may not be more than 26-12.00-12 and have factory markings. No markings - No Pull!! There will be no duals, chains, re-caps or fluid tires for all classes. No professional pulling tires such as C-Pecks, Lawn Tech or Pit Bulls allowed in the stock classes. No chemical additives on tires.
5. WHEELIE BARS - All tractors must have wheelie bars with wheels or pads. Cannot be less than 5" from the face of the drive tire to the center of the wheelie wheel or pad, and not higher that 5" from the ground to the bottom of the wheelie wheel or pad. Pads must be a minimum of 3" square. Wheelie bars must support the weight of the tractor.

6.HITCH REGULATION - Rigid in all directions; 1-1/2" minimum diameter hole; no ball hitch; 13" maximum height from the ground; hitches are to be measured at the hook point with driver on the seat.

7. Any rear mounted weights must not interfere with hooking up to the sled.
8. No nitrous oxide, superchargers, or blowers in any classes. 
9. Electric fuel pumps are allowed in all classes.
10. All tractors will have a minimum of a 3" seat.
11. All rotating mass, not SFI approved, over 5 lbs. are considered a flywheel and have to be completely enclosed (360 degrees) by shielding designated for the flywheel. The pulley must be built out of billet steel or aluminum and secured with a bolt in the end of the crankshaft for all non-stock tractors.

10 HP RESTRICTED (5-12 years old) at 900lbs.
10 HP (Max 25 CID) at 1050lbs.
12 HP (Max 30 CID) at 1050lbs.
14 HP (Max 34 CID) at 1050.bs.
18HP (Max 37 CID Single, 50 CID Twin) at 1050lbs.

(16 HP single cylinder can run with 18 HP at 1100 lbs.)
25 HP at 1100lbs. (cut tires allowed)

1. All general tractor rules apply - please review them (see tire restrictions on page 5).
2. Stock class tractors must be of lawn and garden type. Their transmission and rear end must be of lawn and garden type. Transmission and rear end may have internal modifications or pulley changes. A commercial built stock garden tractor engine only. Locked up rear ends permitted.
3. Commercial built garden tractor.
4. Stock garden tractor engine. Unaltered (STOCK) OEM parts or stock- specification replacement parts for that size engine only (.030 overbore allowed). No porting or polishing allowed.
5. Factory release carb for that engine only.
6. Maximum engine no-load RPM is 3800 rpm with no variance. The club tachometer will be used. One official will read the tachometer and one will operate the throttle. Unannounced, random checks will be done from time to time. Failure of this test will cause disqualification for that round. Tractor operators must provide easy access for tachometer. 
7. Manufactured garden tractor frame, any rear fenders and hood modified for engine replacement, wheelie bars, hitch mountings or changes, exhaust pipes, weight bars and 26-12-12 tires. No professional pulling tires such as Pit Bulls, Lawn Tech or C-pecks. Stock frame length must be maintained.
8. Front tractor weights and bracket may not protrude more that 96 inches from the center of the rear axle.
9. Minimum requirements: All stock class tractors must have enclosed clutches, and flywheels. All belts, chains, and pulleys must be shielded from spectators. These classes are to use factory shields or 1/16" steel or 1/8" aluminum.
10. Can move front axle forward.
11.  After market air filters with a maximum of 1 " adapter will be allowed in all stock classes. NO velocity stacks allowed.

5. May have home built or lengthened frames, with a maximum wheelbase of 56 inches, and maximum width equal 60 inches. Front tractor weights and bracket may not protrude more that 96 inches from the center f the rear axel.
6. Hoods, grills, and rear fenders are required.
7. Minimum requirements: All tractors must have enclosed clutches and flywheels using 1/8" steel or 1/4" aluminum. All belts and chains must be shielded on the top and sides (frame - O.K.) With 1/8" steel or 1/4" aluminum. Side plates the length of the block and 6 inches above and below the center line of the crankshaft with 1/8" steel or 1/4" aluminum. Steel flywheel required. All cylinder heads must have substantial head restraint. Side plate opposite of cam required.
8. Helmet, long pants, dead-man throttle, kill switch (engine and electric fuel pump) all required.
9. Exhaust must be pointed vertical up, with no more than 30 degrees variance. Exception being factory stock (muffled exhaust system).
10. Tire Size: 26-12-12 only. Professional pulling tires (C-peck, Lawn Tech and Pit Bulls) are allowed.      Top

18HP Pro Stock at 1050lbs (Flat Heads - Max 50.5 cubic inch limit 1.200 carb max)
1. All general rules apply - please review. See page 5 & 6.
2. May use up to a 18HP garden tractor engine, single or twin cylinder flathead garden tractor engine only. Stock bore (.060 over allowed), stock stroke, garden tractor type carburetor. Additional .015 over 60 over for clean up purposes. May use alcohol or gasoline.  After market blocks allowed.
3. Manufactured garden tractor rear end housing.
4. Manufactured garden tractor transmission housing.
5. May have home built or lengthened frames, not to exceed 96" inches in length from the center of rear axle to the furthest point forward. Max width equals 60 inches.
6. Hoods, grills, and rear fenders are required.
7. Minimum requirements: All mod-stock tractors must have enclosed clutches and flywheels using 1/8" steel or 1/4" aluminum. All belts and chains must be shielded front, top and sides using 1/16" steel or 1/8" aluminum. Drive shafts must be shielded on the top sides (frame - O.K.) with 1/8" steel or 1/4" aluminum. Side plates the length of the block and 6 inches above the center line of the crankshaft of 1/8" steel or 1/4" aluminum opposite cam side. Steel flywheels required. Cylinder heads must be strapped with substantial head restraint.
8. Helmet, long pants, dead-man throttle, kill switch (engine and electric fuel pump) and 2-1/2lb. fire extinguisher are all required. Fire suit is recommended for gas. Fire suit is required for alcohol.
9. Safety glasses or helmet shields will be worn in all mod classes.

5. Must be equipped with a hood, grill shell, and grill.

6. Minimum requirements: all pro-stock tractors must have enclosed clutches and flywheels using 1/8" steel or 1/4" aluminum. All belts and chains must be shielded front top and sides using 1/16" steel or 1/8" aluminum. Drive shafts must be shielded on the top and sides (frame - O.K.) With 1/8" steel and 1/4" aluminum. Cylinder heads must be strapped with substantial head restraint. Side plates the length of the block and 6 inches above and below the center line of the crankshaft of 1/8" steel or 1/4" aluminum opposite the side of the camshaft. Steel flywheel is required.
7. Helmet, eye protection, long pants, dead-man throttle, kill switch (engine and fuel pump) and a 2-1/2 pound fire extinguisher, are all required.
8. Locked up rear ends are allowed.
9. Front tractor weights and brackets may not protrude forward more than 96 inches from center of rear axle. Maximum width is 60 inches.  Maximum 56in wheelbase.
10. Exhaust must be pointed vertical up with no more that 30 degrees variance. Exception being factory stock.
11. Custom built tractors must be approved by the Board of Directors prior to pulling.
12. Tire Size: 26-12-12 only.
13. One (1) barrel carburetor per cylinder limit, excluding super stock class.          

 

CLUB DEFINITION OF OPEN SUPER-STOCK CLASS         
1050 lbs. Weight Limit
**25hp Stock and Turbo Super Stock tractors allowed .using their own class rules**

1. All general rules apply - please review. See pages 5 & 6

2. Engines will be limited to the following:
      *Must be garden tractor based engine block. Block may be copied, but must           meet basic manufacturers specifications.
      *Maximum of two (2) cylinders. These can be in separate engines
(i.e. two single cylinder engines).
      *OHV & OHC engines, maximum of 54 cubic inches with a maximum of 4 valves total.
      *Flathead engines, maximum of 70 cubic inches.
      *Any type of naturally aspirated induction is permitted.
3. All tractors must have hood and grill.
4. Wheelbase 56 inches maximum.

1.  All general rules apply - please review. See pages 5 & 6
2.  ENGINE - 800cc - 4 stroke; 440cc - 2 stroke
                     -1500cc - 4 stroke; 700c - 2 stroke
Repair of overbore:
motorcycle/snowmobile engines can be 2% over maximum cc limit (example: 800cc to 816cc)
Fuel: Four cycle engine may use gas or alcohol - two cycle must use gas.
3. Maximum of four barrels of carburetion combined total. Fuel injection is allowed if stock for that engine.
4. Must be equipped with a kill switch to shut off engine and fuel pump.
5. All open exhaust may be vertical - no more than 30 degrees variance. May be down or under tractor toward rear. No side exit.
6. Minimum requirements:   
Snowmobile - clutches, secondaries, and belts must be totally enclosed 360    degrees using 1/8" steel or 1/4" aluminum.
Motorcycle - must have enclosed clutches and flywheels, drive shaft mounted disc brakes must be enclosed 360 degrees using 1/8" steel or 1/4" aluminum. Drive shafts must have a 1/4" steel safety hoop. Pillow block bearing used to mount drive shaft is acceptable. Jack shafts, chains, side plate, or crank shielding required .
7. Unit may run any style rear end, gears, brakes, etc.
8. Custom built tractors must be approved by the Board of Directors prior to pulling.
9. Hitch: as per "general tractor rules" plus maximum length from center of rear axle to furthest end of hitch is 30 inches. Minimum length is 6 inch with 1-1/2" hole.
10. Tire Size: 26-12-12 only.
11. Maximum of 8 feet in length from the center line of rear axle to the furthest point forward. Maximum width is 6 feet. Must have rear fenders (extended horizontally over tire 4" from vertical). Must have internal fender to keep driver away from tires. Must have a strong seat with 3 inches or more of backrest.
12. Multiple engines, small engines, must follow the safety rules for open RPM classes ( head straps, steel flywheels, etc.)

PROTESTING RULES AND PROCEDURES                             Page 12
1.Protest fees are broken down into 3 categories:

#1- Free protest of weight, hitch height, for stock tractor - RPM(3800), length of vehicle with weight bar extended, or any safety equipment.

#2- $50.00 protest fee for head removal, carb removal(check size), or header removal. You must specify what you are protesting. This is not a fishing expedition. For example: bore, stroke, head lip, valves, lift, etc. which can be measured.

#3- $125 protest fee for full teardown to look at camshaft, crankshaft, bore slant, etc.
You must specify what you are protesting.

In addition to the above, the protestor themselves will also be check for the same items that they are protesting against another participant.

   If the tractor is found to be legal. the owner will recieve protesting monies from the protestor. If found illegal, protestor wil have his monies returned. If findings are inconclusive, a settlement will be negotiated between the protested party with the Board of Directors acting as the mediator.
2. All protests must be made in writing and signed by the protestor. No  second party protests.
3. Protests are to be made within 30 minutes of the end of the class. No next day or next pull protests.
4. Board of Directors may also tear down.
5. Tear down to be done at the end of the days’ pull. All specifications of the tear down will be documented. A one week period of time will be allowed to determine status.
6. The tear down may be observed by one protestor. The protestor must not participate in any way with the tear down.
7. The protestor must be a member of the class and be a participant of that class on the day of protest. No pooling money to meet $50 requirement.
8. RPM’s, weight or hitch of tractor may be protested by class members or Board of Directors with no fee required. VIOLATION: RPM protest to be checked before the tractor leaves the sight and or supervision of at least one designated official after unhooking from the sled.
Weight and hitch protests will be required to cross over the scale to be checked under the same supervision as above. Failure to pass any of these requirements will result in loss of points and winnings for that violation. If violation is corrected before the next round, the tractor may compete.
9. Technical Violation: For safety (free) "tech inspection" to include shielding, drive loops, head straps, "wheelie" bars, etc. will result in written notice of warning.
10. The decision of the Board of Directors is final and shall not be appealable; provided, however, that with a showing of reasonable and good cause, the Board of Directors may, without liability, reverse, revise or negotiate settlements between any members or protestors. Calls of judgement are not subject to appeal and shall be final.
11. Before any tractor which has been found guilty of a rule(s) infraction may compete again, proof of legal status must be confirmed.     Top

      Engines may be partially or completely disassembled deemed necessary by technical coordinator. Complete tear down procedures for all classes on file with the Board of Directors. Tractor owners will be required to disassemble their tractor. Refusal is a disqualification.
***NOTICE**
      Violations of any of the afore mentioned rules shall constitute disqualification. We ask everyone to comply with the rules and regulations. Penalty for cheating will result in loss of points accumulated to the date of the infraction and possible disqualification for up to one year and ten days.
      An appeal can be made to the Board of Directors in writing and with background information according to the by-laws. If board is in 100% agreement, a special board meeting will be held. Agreement reached at this time will be final and must be completed within 30 days of the filing of the appeal.                           Top
